Application for a Morcellement Permit
DESCRIPTION OF THE SERVICE
The Morcellement Unit is the section in the Ministry of Housing and Land Use Planning which deals with the collection, processing of applications and the issue of Morcellement Permits.
Morcellement Permits are issued for subdivision/excision of land in accordance with the Morcellement Act, for residential, commercial, industrial, agricultural or other purposes.
PROCEDURES FOR OBTENTION OF A MORCELLEMENT PERMIT
As from 07 February 2020, applications for a Morcellement Permit are made on the National E-Licensing System (NELS) Platform on https://business.edbmauritius.org
The owner himself or a person authorised by the owner can make an application online, accompanied by a consent letter signed by all co-owners and copy of identity cards attached.

COMPOSITION OF THE MORCELLEMENT BOARD
The Morcellement Board is composed as follows:
(1) There is established for the purposes of this Act a Board to be known as the Morcellement Board.
(2) The Board is composed of –
(a) the Permanent Secretary, Ministry of Housing and Land Use Planning, or his representative, as Chairman;
(b) a representative of the Planning Division of the Ministry responsible for the subject of Housing and Lands;
(c) a representative of the Ministry of Finance and Economic Planning and Development;
(d) a representative of the Ministry of National Infrastructure and Community Development;
(e) a representative of the Ministry of Agro Industry and Food Security;
(f) a representative of the Ministry of Local Government, Disaster and Risk Management;
(g) a representative of the Ministry of Health and Wellness;
(h) a representative of the Ministry of Environment, Solid Waste Management and Climate Change;
(i) a representative of the Survey Division of the Ministry responsible for the subject of land surveys;
(j) a representative of the Central Water Authority;
(k) a representative of the Central Electricity Board;
(l) a representative of the Board Authority responsible for the area where the land to be divided is situated.

Where the morcellement -
(a) is for residential purposes and -
(i) does not exceed 7 lots
(ii) exceeds 7 lots

(b) is for commercial or industrial purposes

(c) is for both residential and commercial or industrial purposes
| the rates referred to in paragraphs (a)(ii) and (b) shall apply on a proportionate basis by reference to the land area allocated for residential purposes and that allocated for commercial or industrial purposes.
